War is known for not being overly discriminating in whom it affects.

Many civilians have either been dragged into or harmed by the ongoing conflict between the Panastàs-Empyraen Remnant and The Union, especially residents of the city of Lùndùn which has been heavily damaged in the fighting. Many have lost their families and loved one, seen their homes destroyed, or been sent to one of The Union's hellish prisons for minor infractions. A great many now eke out existence in the ruins of large parts of the city or in the abandoned underground rail transit system known locally as The Tube.

Some of these poor, disemfranchised souls have been taken in by the Panastàs, the more fortunate found their way to Sèlene. Wherever they have ended up, they represent the massive and oft-ignored cost of the war.

They are rebels not by choice and, if given said choice, they would simply want their old lives back. Most float lost in the Underground Transit system under Lùndùn until either death, dispair, or one of the resistence factions welcomes them.
